CIVITAS Advisory Group on Game Changers

CIVITAS is a network of cities for cities dedicated to cleaner, better transport in Europe and beyond. The CIVITAS SATELITE project has four advisory groups, including one on game changes that is coordinated by Rupprecht Consult. The objectives are to meet and discuss in order to (1) develop strategic and scientific guidance and to (2) broaden the scope of CIVITAS. Each advisory group will develop a policy paper for the European Commission.

Eight key mobility game changers were identified: Mobility as a Service (MaaS)/shared mobility; active mobility; Automation and C-ITS; Data economy; Integrated space management; New business concepts for freight and passenger transport; Changing mindsets & behavioural patterns; and Electrification of all modes.

The second meeting of the Advisory Group on Game Changers consisted of a panel of 8 experts includes representatives from cities, private and public sectors engaged in technologies. Discussions focused on what actions are needed to maximize the impact and speed of these game changers for sustainable mobility. For example, improved infrastructure to support transport electrification or improving the access to and use of data by city governments to set policy and track performance.

Sophie Punte of Smart Freight Centre was one of the experts who participated in this meeting. The need for GHG emissions accounting and reporting by business, governments and other organizations was mentioned several times as a condition to leverage these game changers in favour of sustainable transport and logistics.

A third meeting will be held in April 2019 where participants will discuss policy implications and determine potential actions to be taken and urban policy solutions to support them.
